How can they get away with this?

Regular Order hasn't been practiced in years. Instead, each Speaker has waited until the last moment, declared a crisis, and passed a massive "Continuing Resolution" that funds the entire government in one fell swoop, with a single vote and no chance to cut unnecessary spending or conduct oversight.
