This is the kind of thing that every science fiction film warns us about. That and they think you are stupid.

NGO’s are supposed to be charities and do-gooder organizations to help humanity. In reality most are pressure groups and think tanks that do government’s bidding so the government can claim separation from said activities. Many of these groups are ran by current and former lobbyists, members of the intelligence community, the DoD and other agencies.

By and large, when you see NGO, just think neo-privatized government organization instead of non-government organization.
